I plan to re-introduce legislation to amend the definition of “homestead” under Title 53 (Municipalities Generally). This legislation would include, under the definition of a homestead, a dwelling that is not the primary residence of the owner so long as the dwelling is not used for income generating purposes while not occupied by the owner. This change in the definition of “homestead” will serve to encourage property ownership in Pennsylvania as property owners will no longer be denied property tax relief simply due to the fact they own more than one property in Pennsylvania.
