Subject: Residency Requirement for Gubernatorial Appointees
 
In the near future, I will be introducing legislation placing a residency requirement on gubernatorial appointees that are subject to the Senate confirmation process.

In recent weeks, there have been several newspaper articles about high level executive branch employees who are not residents of the Commonwealth. These high level officials make decisions that profoundly impact Pennsylvania’s laws, regulations and public policy. I do not believe anyone should be able to make these kinds of decisions unless they reside in Pennsylvania, and are subjected to the very laws and regulations they are influencing.

My legislation amends Section 207.1 of the Administrative Code of 1929 related to “Gubernatorial Appointments”. Specifically, it provides that all gubernatorial appointees requiring Senate confirmation must be Pennsylvania residents. The bill affords these appointed executive branch officials six months from the date of their confirmation to establish residency in the Commonwealth.
