Subject: Pennsylvania First Act - former HB 2708
 
In the near future, I will be re-introducing legislation to amend Title 62 (Procurement) of the Pennsylvania Consolidated Statutes to give preference in state procurement contracts to Pennsylvania businesses. It would be known as the Pennsylvania First Act.

This issue was brought to my attention by a constituent. Currently, Title 62 only addresses preference for Pennsylvania businesses in cases where other states have an expressed preference for in-state bidders and bidders from those states bid on Pennsylvania contracts. It is known as the Reciprocal Limitations Act. My legislation would change the name of this act from the Reciprocal Limitations Act to the Pennsylvania First Act and would require preference for Pennsylvania businesses in all procurement contracts.

The legislature has long expressed that assisting Pennsylvania businesses and residents is in the best interest of the Commonwealth. With the current state of the economy, we need to do all we can to support Pennsylvania jobs.
