In the near future, I will be re-introducing legislation – former House Bill 2693 – that will creates the Child Firearm Safety Lock Act which would make it unlawful for a firearm licensee to sell, deliver, or transfer a firearm to a person other than another licensee unless the transferee is provided with or purchases a locking device or that firearm. Every year, there are far too many accidental deaths of young children by the use of firearms. I believe firearm safety locks would help to prevent these horrific accidents from taking place. My legislation would require a locking device on all firearms being sold, delivered, or transferred in the Commonwealth to prevent these types of meaningless tragedies from taking place. The locking devices would prevent the firearms from being discharged without first deactivating or removing the safety devices. Failure to comply with this act would result in the suspension or revocation of any license issued to a licensee and a civil penalty for any licensee of up to $10,000. Furthermore, a person who has lawful possession and control of a firearm and who uses a safety device with the firearm will be entitled to immunity from civil liability for damages resulting from the criminal or unlawful misuse of the firearm by a third party if certain conditions are met. In addition, firearms owned by law enforcement and antique firearms will not be subject to the safety device requirements.
