Subject: | Legislation Renaming the Department of Public Welfare (Prior HB2532) |
In the near future, I plan to reintroduce legislation that will change the name of the Department of Public Welfare to the Department of Human Services. In order to provide for efficient and cost-minimizing transition, this bill provides a two year period for the Department to change stationary, signage and publications for purpose of carrying out the name change. This legislation was introduced last session as HB 2532. The Department of Public Welfare has a long history which can be traced directly back to the Board of Public Charities, which was created by Act 66 of 1869. Over the years, different agencies designated to administer and coordinate various programs to serve our vulnerable citizens eventually merged into the Department of Public Welfare. Since its establishment, the role of the Department has evolved from caring for charity cases to providing a wide range of human and social services for Pennsylvanians. Changing the name of the Department of Public Welfare to the Department of Human Services will remove the stigma often associated with public assistance and welfare and will more accurately represent the wide range of services provided by the Department.
