Subject: | Amend State Lottery Law - Campaign Contributions |
In the near future, I will be introducing legislation that would limit the influence of campaign contributions in response to Governor Tom Corbett's recent decision to outsource the management of the Pennsylvania Lottery. Specifically, my legislation would seek to amend the State Lottery Law to prohibit campaign contributions from the owners and affiliates of a management company hired by the Commonwealth to manage the State Lottery through a private management agreement. Currently, the state’s Gaming Act bans donations of money or in-kind contributions to any candidate or campaign committee by companies licensed to operate casinos in the state, or any affiliated businesses. However, unlike the Gaming Act, the contract signed by the governor does not prohibit a private company, and its executives, to make generous campaign contributions in Pennsylvania. With the potential imminent expansion of gaming in Pennsylvania, it is vital that we maintain the integrity of our gaming regulatory system to avoid any hint of corruption or political influence. My bill would ensure the decisions made by the private management company remain focused on the best interests of seniors and the state programs that serve them, and the process is free from the influence of campaign contributions.
