Memorandum TO: All Members of the House of Representatives FROM: Representative Gerald Mullery DATE: January 24, 2013 SUBJECT: Co-Sponsorship of Legislation – Requiring Members of the General Assembly to Contribute Towards their Benefit Package In the near future, I will be reintroducing legislation that will amend the Public Official Compensation Law to require all members of the General Assembly to contribute towards the annual costs of their health insurance plan premium. This legislation is identical to House Bill 564 introduced last session. Currently, members of the General Assembly earn a base salary that is one of the highest in the nation and receive annual cost of living adjustments (COLAs). In addition to this high base pay, members enjoy premium health insurance coverage for themselves and their entire families while only contributing one percent of their salary towards this coverage. At a time when families from one end of the Commonwealth to the other are suffering and paying astronomical fees for health insurance, I believe it is essential to bring members’ compensation more in line with the average Pennsylvanian. Under my legislation, beginning January 1, 2014, each member of the General Assembly shall annually contribute 10 percent of the annual cost of their health insurance plan premium. This amount will be determined each year and will be collected as a monthly payroll deduction. I believe this legislation will allow the General Assembly to save money to invest in vital Pennsylvanian programs. It is my sincere hope you will join me in this important effort. |
