Subject: DEP Restricted Accounts Report Act - Former HB 1416 2011-2012
 
In the near future, I plan to re-introduce former HB 1416. This legislation would require the Department of Environmental Protection (DEP) to provide information to the General Assembly regarding certain restricted accounts. In the 2011-2012 Session, the legislation unanimously passed the House.
Specifically, the Department of Environmental Protection Restricted Accounts Report Act, which I am proposing will require DEP to develop a report which details the fines, fees and penalties deposited into each of three funds. These funds are: the Clean Water Fund, the Clean Air Fund, and the Solid Waste Abatement Fund.
This annual report shall also disclose how these funds were expended by providing information such as the grantee or loan recipient name, the amount of financial assistance provided and a description of the project financed through these funds. Additionally, this legislation will require DEP to publish and maintain the report on its publicly accessible internet site.
I believe that this legislation will continue the efforts we have made in providing increased transparency and accountability of government operations.
