I am introducing legislation that would regulate the tanning industry in Pennsylvania and prohibit anyone under the age of 18 from using a tanning device. The Food and Drug Administration (FDA) warns consumers that ultraviolet (UV) radiation in tanning devices poses serious health risks. Studies conclude that tanning devices are more dangerous than previously thought. Exposure to UV radiation, whether from the sun or indoor tanning devices, can cause skin cancer, skin burns, premature skin aging and eye damage. According to the FDA, exposure to UV radiation – whether from the sun or from artificial sources such as sunlamps used in tanning beds – increases the risk of developing skin cancer. The National Cancer Institute (NCI) reports that intermittent exposure to intense UV radiation leading to sunburns, especially in childhood and teen years, increases the risk of melanoma, the deadliest form of skin cancer. My legislation will address issues of concern with an industry that is currently unregulated in the Commonwealth to ensure consumer safety. Under my bill every indoor tanning facility would be required to obtain a certificate of registration to operate through the Department of Health, with an opportunity for licensure after 2 years. Further, the bill provides the Department of Health with oversight over tanning facilities and provides for penalties, fines and possible loss of registration or licensure. Finally, my bill would prohibit any individual under the age of 18 from using a tanning device. |
