MEMORANDUM

Posted: February 27, 2013 09:41 AM
From: Representative Louise Williams Bishop
To: All House members
Subject: Five Year Mandatory Sentence for Offenses Against Infants

In the near future, I plan to introduce legislation that would provide a five year mandatory sentence for anyone convicted of reckless endangerment in a child care setting such as the operation of a daycare center. My legislation would more than double the current penalty for reckless endangerment of a child. This legislation stems from a deadly incident in Philadelphia in which a 7 year old boy drowned in a backyard pool that was not properly supervised.

The daycare operator was granted a license by the state to operate the business despite having an extensive criminal background check and fake identification.

I believe stricter criminal penalties should be in place to address child care providers who knowingly put children at risk while in their care.
