In the coming weeks, I intend to introduce legislation amending Title 75 (Vehicles) regarding the registration of modified golf carts. The proposed legislation seeks to allow for registration of modified golf carts by the Pennsylvania Department of Conservation and Natural Resources. Modified golf carts provide an economical and environmentally-friendly way to take advantage of trails throughout Pennsylvania. Without state registration, modified golf cart enthusiasts are unable to attain appropriate insurance and cannot have access to privately operated trails in Pennsylvania. A modified golf cart is defined as a self-propelled motor vehicle with a primary purpose other than the transportation of people engaged in the game of golf, is operated at speeds of 25 miles per hour or less, has at least four wheels in contact with the ground and has an unladen weight of less than 1,800 pounds. A person may operate a modified golf cart on any trail that is designated and marked by the department as open for modified golf cart use or on which the person has been given specific permission to operate the modified golf cart.
