I will be introducing legislation in the near future which will require notice be provided to the Professional Practices and Standards Commission of the Pennsylvania Department of Education when an individual, who holds a teaching certification, is convicted of a prohibiting offense enumerated in the Public School Code. Under current law, there is no standard for notifying the Professional Practices and Standards Commission when an individual, who currently hold a teaching certification, is convicted of a prohibiting offense. The commission relies on the individual’s employer to notify them however, this does not always happen in a timely fashion. Often there will be an extended period of time between the conviction and the initiation of proceedings with the commission. Recently, we had a situation in my district where a teacher had inappropriate conduct with a minor. This incident did not take place at her place of employment which contributed to the lapse in notification to the Professional Practices and Standards Commission. She was found guilty and convicted however her teaching certificate was not revoked for several months after the conviction. My legislation will ensure that the commission receives notification in a timely fashion as to eliminate the lag time between individual’s conviction and the necessary procedures which must be followed by the commission as a result of the prohibiting offense.
