I plan to introduce legislation which will assist landowners in obtaining information from gas operators pertaining to deductions from royalty check pay stubs. Currently, Pennsylvania law does not require gas operators to list all deductions from monthly payments to royalty owners. Landowners are often frustrated when trying to obtain information regarding varying amounts in monthly royalty checks and which specific deductions are permitted under the lease. To foster, encourage, and promote transparency in reporting standards in regards to deductions from royalty checks, my legislation requires natural gas operators to show on each stub, attachment to a payment form, or other remittance, specific information concerning the amount of the royalty and any deductions. This legislation will help provide openness and transparency for mineral rights owners as seen in other natural gas producing states. It will also safeguard, protect and enforce the correlative rights of mineral rights owners in a well, pool or unconventional reservoir of gas to ensure that each mineral rights owner obtains their just and equitable share of production from such well, pool or unconventional reservoir of gas.
