After unsuccessful legal challenges, PA is being required to establish a Navigator program under the Patient Protection and Affordable Care Act. The Navigator Program must assist individuals in the enrollment process within the Health Insurance exchanges by October 1, 2013. The rules and regulations which have been promulgated by the U.S. Health and Human Services allow navigators to perform tasks which are currently reserved for licensed insurance producers in the Commonwealth of Pennsylvania. As a result, I plan to introduce a bill which would further limit the scope of the navigator’s duties with respect to educating and enrolling individuals in the health insurance exchange. My bill would also create an education and certification process for the navigator to complete in order to provide those enrollees in the health insurance exchange the most competent and experienced assistance.
