Subject: | Resolution Recognizing the 50th Anniversary of the Pennsylvania Higher Education Assistance Agency |
In the near future, I plan to introduce a Resolution recognizing the 50th Anniversary of the Pennsylvania Higher Education Assistance Agency (PHEAA). August 7th marked the 50th anniversary of the Agency, established by Act 290 of 1963. This Act was followed by a voter referendum on November 5, 1963, amending the Pennsylvania Constitution to authorize for the first time grant and loan-making to individuals pursuing postsecondary education. PHEAA’s mission, “Creating Access to Higher Education,” is one of public service. The agency serves millions of students and thousands of schools through guaranty, loan servicing, grant and financial aid processing systems. The funds generated from these extensive commercial operations are used to improve educational opportunities and increase the affordability of college for Pennsylvania students. To date, it has contributed well over $1 billion in direct public service support for Pennsylvania students and families, covering its own administrative expenses at no cost to taxpayers. Every dollar appropriated to PHEAA for Pennsylvania student aid programs goes directly to students. Most notably, PHEAA for 2013-14 has contributed $90 million to supplement various grants to students. The Pennsylvania State Grant Program was established in 1966. Since its inception, PHEAA has disbursed more than $8.7 million in State Grants to 2.2 million Pennsylvania students. PHEAA strives to fulfill its mandate by helping PA students achieve an affordable higher education. With 50 years of experience, the Agency has helped generations of Pennsylvania students afford a college education. Please join me in co-sponsoring this Resolution. |
