Next week I plan to introduce legislation that would amend the law to better regulate neighborhood watch groups, provide adequate training to volunteers by the Pennsylvania State Police, establish a fund and make an appropriation. This is a revised version that was sent out last month. If you were a co-sponsor of that memo, please add your name again. In order to better train neighborhood watch groups the Pennsylvania State Police would establish a statewide training program and make that training available to municipal law enforcement agencies. In addition, municipal law enforcement agencies would have the authority to train neighborhood group managers of the neighborhood watch group located in that municipality. If the municipality is only served by the PSP then that state agency would provide training to crime watch managers. Any persons who have been sentenced for an offense higher than a summary offense are prohibited from participating in a neighborhood watch group. |
