In the near future, I plan to introduce a legislative proposal that would amend a provision of the Bingo Law, which has an adverse impact on the conduct of Bingo by volunteer fire companies that merge or consolidate services in Allegheny County. Although the General Assembly has promoted the merger or consolidation of volunteer fire companies through legislation, a provision of the Bingo Law impinges the ability of merged or consolidated fire companies in Allegheny County to secure a Bingo license for a second location. Specifically, in Allegheny County associations, including volunteer fire companies and other nonprofits, can only obtain a license to conduct Bingo in the city, borough or township where the main business office or headquarters of the association is located. Furthermore, only those associations that have been in business for two years are eligible to apply for a Bingo license. These restrictions limit the ability of merged or consolidated volunteer fire companies to conduct Bingo at their most lucrative locations and may work to remove incentives for mergers and consolidations. My legislative proposal would amend the Bingo by eliminating the single municipality location specific to Allegheny County, and removing the two-year wait requirement for volunteer fire companies that merge or consolidate services.
