Subject: Pennsylvania Family Center Network Week Resolution
 
In the near future, I plan to introduce a resolution designating April 20th to April 25th as Pennsylvania Family Center Network Week.

Pennsylvania Family Centers are early childhood, parent education, and family support programs serving families throughout pregnancy until their child is five years old. Services are tailored to the needs of the communities served and Pennsylvania invests over 3 million dollars of state funds in 43 Family Centers, designated through the Department of Public Welfare line item called Community Based Family Centers. Over 60% of Pennsylvania’s population lives in the 28 counties served by Family Centers, of which half are rural and half are urban. 85% of the families served are considered high-risk due to low educational attainment, poverty or disability.

Family Centers help families by:
  • increasing parent knowledge and practices
  • providing early detection of developmental delays and health issues
  • preventing child abuse and neglect
  • increasing children’s school readiness and school success
  • increasing the family’s involvement in the community

These centers serve over 25,000 children per year and of those served, 13,651 children are enrolled in the Parents as Teachers (PAT) home visiting program. This program is federally recognized as an evidence-based model program and meets rigorous standards for effectiveness. PAT is the flagship program of all PA Family Centers.

Parents are their children’s first and most influential teachers. The early years of a child’s life are critical for optimal development and provide the foundation for success in school and life. All young children and their families deserve the same opportunities to succeed, regardless of any demographic, geographic, or economic considerations.

Therefore, I ask that you join me in co-sponsoring a resolution that formally designates April 20th to April 25th as Pennsylvania Family Center Network Week, in recognition of the support these centers provide to families across the Commonwealth.
