Subject: | Sexually Motivated Felonies |
In the very near future, I plan to introduce legislation that would amend Title 42 (Judiciary and Judicial Procedure), Section 9799.14 (Sexual offenses and tier system), Subsection (d) (Tier III sexual offenses), of the Pennsylvania Consolidated Statutes for the purpose of adding seven sexually motivated crimes to this particular category of sexual offenses. Specifically, any individual convicted of deliberately committing any of the seven crimes for the purpose of his or her own sexual stimulation or gratification will be required to register as a sexual offender for life. Currently, kidnapping, rape, statutory sexual assault, involuntary deviate sexual intercourse, sexual assault, institutional sexual assault, and aggravated indecent assault are all Tier III sexual offenses which require sexual offender registration for life. My proposal adds crimes relating to murder, voluntary manslaughter, aggravated assault, stalking, arson, burglary, and robbery to the same Tier III sexual offense category when they are committed for the purpose of sexual stimulation or gratification. As legislators, I believe that holding individuals, who commit sexual acts of violence, accountable to the fullest extent of the law is essential to ensuring the safety of all Pennsylvania citizens.
