We will soon be introducing legislation that will improve the overall quality of healthcare within Pennsylvania’s Medicaid Program while reducing its cost and improving its overall efficiency. As you are aware, our healthcare budget continues to grow due to rising healthcare costs and with an increase in demand, lowering reimbursements is not a viable option if we want to retain the valuable services and healthcare resources provided in this Commonwealth. With new processes and the use of innovative technology, we can address this problem and provide considerable cost savings. This legislation will establish the Pennsylvania Smart Card Pilot Program. By utilizing innovative technologies, we will not only eliminate the flawed “pay and chase” approach to fraud prevention by curtailing it at the beginning of the process – not after the fact; but will also provide a number of benefits to the insurers, providers and patients with the following:
Now is the time for Pennsylvania to look for a solution and not a short-term fix. Through a limited pilot program, the operational procedures can be determined, savings calculated and a Return on Investment projected. Patients will receive better health care at the point of service, providers will utilize a more efficient process that saves both time and money and the Commonwealth will not only see the potential for significant savings, but will ultimately provide a more effective and efficient healthcare program.
