Subject: Financial Disclosure of Oil and Natural Gas Lease Agreements
 
In the near future, I plan to introduce legislation that will require public officials, public employees, and candidates for public office to disclose the existence of any current oil or natural gas lease agreements that they, or members of their immediate family, are party to.

Under current law, the release of this information is only required if the reporting person receives an aggregate amount of $1,300 or more in royalties during the preceding calendar year as the result of a lease agreement.

My legislation would create an additional section on the statement of financial interests, which must be completed if the reporting person, or a member of their immediate family, is currently party to a lease agreement for the purpose of extracting oil or natural gas. The information required to be disclosed would be:
  • The name of any company or individual leasing the mineral rights to a property for the purpose of extracting oil or natural gas, and;
  • The term of the lease agreement, and;
  • The percentage of royalty interest that the reporting person or a member of their immediate family is receiving as a result of the lease agreement.

Disclosing this information to the public is necessary in order to strengthen governmental transparency. The additional public oversight provided by this bill will ensure that such financial agreements are not impacting the official conduct of a public official or public employee, or the potential conduct of a candidate for public office.
