Subject: | Reimbursement Rates for Tax-Exempt Hospitals |
Please join me in sponsoring legislation introduced as Senate Bill 1315 in the 2011-2012 legislative session by Senators COSTA, FONTANA, FERLO and SOLOBAY, to address the impending expiration of reimbursement contracts between Highmark and the University of Pittsburgh Medical Center (UPMC). This legislation would amend the Purely Public Charity Act to require tax-exempt hospitals to accept as payment from an uninsured patient or health insurance plan that may not have reimbursement contracts with the hospital, an amount equal to the average the hospital would receive under its three lowest negotiated commercial rates or the payment the hospital would receive under the Medicare program for the same service, whichever is lower.
