Subject: | School District Efficiency and Consolidation Act |
In the near future I will re-introduce legislation providing for the reorganization of school districts. This bill was introduced last session as SB 793 and was co-sponsored by Senators McILHINNEY and FERLO. More than 40% of Pennsylvania’s school districts currently educate fewer than 2,000 students, and more than 80% of school districts educate fewer than 5,000 students. This act will require school districts with an average daily membership of less than 2,500 to combine with one or more contiguous school districts to form a single reorganized school district within 5 years. Any school district that fits in this category that refuses to discuss reorganization will lose 25% of its subsidy but certain exceptions may be granted by PDE. There are a host of details that I have not included in this brief memo that deal with meeting the requirements for exemption from reorganization, transfer of property and assets, assumption of obligations, the make-up of the school boards, and collective bargaining.
