MEMORANDUM

Posted: February 26, 2014 04:13 PM
From: Senator John R. Gordner
To: All Senate members
Subject: Eliminating Variable Rates for Electric Choice

In the near future, I will be introducing legislation to amend Title 66, relating to electric choice for residential customers.

In 1996, the General Assembly passed legislation that would lead to electric deregulation throughout Pennsylvania. As a member of the House at that time, I supported the passage of House Bill 1509 and stand by that vote.

As the owner of a home with a heat pump and all-electric heat, I have been mindful of the ability to shop and change providers. I am aware of the “Price to Compare” and have changed providers twice during the past 5 years to take advantage of fixed, competitive rates.

I might add that my electric bill is lower now than it was 5 years ago as a result of competition and choice.

However, my office has been inundated with calls during the past 10 days from constituents who were lured into a “variable rate” plan in which the price has skyrocketed during the past month. The price that was charged these individuals is more than double the national average for residential customers and almost triple the rate initially charged these unsuspecting customers.

I will be introducing legislation in the near future that would eliminate the variable rate plan as an option for customers taking advantage of electric choice in the Commonwealth.

Please contact my office if you have any questions regarding this legislation.
