Subject: | Giving PA Companies Procurement Preference |
In the near future, I will amend Title 62 (Procurement) to allow for a 10% bidding preference on state contracts for PA companies. Recently, the City of Philadelphia, passed by City Council in February, amending Section 17-109 of The Philadelphia Code, entitled "Local Bidding Preferences" by adjusting the local bidding preference for City contracts, all under certain terms and conditions.Previously, local companies get a 5% preference in all bidding contracts. My legislation would create a similar incentive state-wide. Now, local companies will get 10% preference in all bidding contracts of $1,000,000 or less and a 5% preference for all other contracts. Far too often, PA companies are out-bid on Commonwealth projects by neighboring states. My legislation would provide extra incentives to keep PA jobs in PA by assisting PA firms. |
