Subject: | Legislation Implementing a School Property Tax Freeze for Residents 65 and Older |
I plan to introduce legislation implementing a property tax freeze for all Pennsylvania residents 65 and older. To qualify for a property tax freeze, an individual who is 65 or older must have qualified for a homestead exemption at their current residence for no fewer than three years. My legislation will establish 2013 as a “base year” for property tax rates. This freeze will apply to property taxes levied by school districts. The state will reimburse affected districts from the Property Tax Relief Fund. If an individual is also eligible for the existing Property Tax and Rent Rebate Program, he or she will be required to choose between the two programs; no one could receive both benefits. This legislation will be similar, but not identical, to Senate Bill 1222 (printer’s number 1504) from the 2011-12 legislative session. |
