Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: December 12, 2012 09:52 AM
From: Senator Jim Ferlo
To: All Senate members
Subject: Homestead Exemption Application Availability and Property Tax Notice Clarification

In the near future I plan to re-introduce Senate Bill 584 that improves the homestead exemption program under the Taxpayer Relief Act (Act 1 of the 2006 Special Session). The bill will have three important features.

First, the bill will require that homestead exemption applications be more readily available by placing them at school district and county assessor offices, as well as online if an internet site is available. The bill will also require that mail notification of the homestead exemption program contain explicit information on the nature of the program and property tax reductions.

Second, the bill will require the Department of Community and Economic Development (DCED) to improve the uniform application for the homestead exemption program. While DCED currently supplies a uniform homestead exemption application to counties, I believe that it can be enhanced by providing more information on the nature of the program and more clearly entitling the front of the form.

Lastly, the bill will require that all property tax collectors place a notice of property tax relief on taxpayer bills and state that the reductions are the result of taxes levied on gaming industry revenues.

In the last session Senate Bill 584 was co-sponsored by Senators Costa, Fontana, Stack, Browne, Wozniak, and Brewster.
