Subject: | Amending the Municipalities Planning Code - Planning Commission |
In the near future, I plan to reintroduce legislation that would amend the Pennsylvania Municipalities Planning Code (MPC) to allow the governing body to appoint up to three (3) residents of the municipality to serve as alternate members on the Planning Commission. This proposal was introduced as House Bill 1047 during the 2011-12 Legislative Session and passed the House by a vote of 184-6. Presently, the MPC does not allow for alternate members. Because planning commission members are volunteers and are not always available for meetings, this legislation would assist planning commissions in achieving consistent quorums and in avoiding backlogs. This legislation has the approval of the PA State Association of Township Supervisors (PSATS) and is structured after the zoning hearing board, which currently may have alternates.
