In the near future, I plan to introduce legislation which allows the Court of Common Pleas of any county or judicial district, to apply for a state grant to establish a mental health court division. This legislation is similar to what has been previously introduced in the Senate. The purpose of this legislation is to improve access to necessary services and support for offenders with mental illness and provide post monitoring. As you are aware, individuals with mental illness who end up in the criminal justice system do not always receive the treatment they require for rehabilitation and are often released in a condition worse than when initially incarcerated. A mental health court division would give the courts flexibility in the cases of mentally ill offenders and allow them to facilitate cooperation between criminal justice and mental health systems.
