Subject: Reduce PLCB Expenditures by Importing Alcohol via Pennsylvania Ports
 
I will soon be reintroducing legislation that would better utilize Pennsylvania’s ports, such as the Port of Philadelphia, for the importation of alcohol.

As you may or may not be aware, currently all but one shipment of liquor from foreign countries enters into our State Store System through New York. These shipments are sent to New York’s port and are then delivered by truck to Pennsylvania because the suppliers do not want to send two cargo ships. I agree with their determination that utilizing two cargo ships would be wasteful and unnecessary. Therefore, I would like to require the entire shipment be delivered to Pennsylvania and then shipped by truck from our ports elsewhere. This would help to create jobs and to revitalize our ports. Since the PLCB pays the cost of storage and transportation, there could be substantial reductions on cost of product by enhancing the logistics of shipments.

My legislation would give a bonus of two percent of the wholesale price of any imported liquor to the supplier that imports that liquor through a port located in the Commonwealth.
