Subject: | Prohibiting the Use of Wireless Communications Devices While Despensing Fuel (Former HB 948) |
In the near future, I plan to reintroduce House Bill 948, Printer’s Number 1090, of the 2013-2014 Legislative Session, which amends the Crimes Code by prohibiting the use of wireless communication devices while dispensing liquid fuel. My legislation amends Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes by establishing the act of using a wireless communications device while dispensing liquid fuels as a summary offense. Wireless communication devices may include mobile and cellular telephones, a text-messaging device, or a personal digital assistant that sends or receives messages. This legislation also requires the Pennsylvania State Fire Commission to promulgate regulations and develop the sign that is to be properly displayed by fuel dealers. The goal of this legislation is to ensure that individuals dispense fuel without distraction, since liquid fuel is extremely flammable and can cause not only life-threatening injuries to the fuel dispenser but to all individuals near the site if the fuel was to ignite.
