SUBJECT: Co-sponsorship of Legislation – Independent Landmen under the Unemployment Compensation Law



In the near future, I plan to introduce legislation to amend the Unemployment Compensation Law by specifically defining oil and gas professionals who work as independent landmen and adding an exception from covered employment.

As you may know, landmen are vital to the oil and gas industry in Pennsylvania. This industry has and will continue to have a positive impact on our state’s economy. Given the complexities and nature of this growing industry, independent landmen provide services on a written contract basis that include researching property ownership, providing land inspections, interacting or negotiating with owners, or preparing and acquiring leasatties.

My legislation would amend the Unemployment Compensation Law to ensure that coverage exceptions apply to these individuals, provided that the individual is employed as a landman under written contract and operates as an independent contractor with respect to the services provided.
