Subject: | Middle Class Tax Relief for Early Childhood Education Payments |
Countless studies show high-quality early childhood education programs have tremendous lifelong benefits for children and save taxpayer dollars in k-12 education, human services and, ultimately, corrections costs. While the Commonwealth provides subsidies for low-income families to send children to these programs, countless middle-class families spend thousands of dollars annually to send their children to these programs. I am introducing legislation to provide a state income tax deduction of up to $6,000 to taxpayers paying to send a child to a high-quality early childhood education provider. This deduction would be available to taxpayers who did not receive a state subsidy and sent a child to a 3 or 4 Star facility participating in the Keystone Stars rating system. Middle class taxpayers deserve consideration for the efforts they are making to place their children on the path to educational success and the savings they will ultimately yield for the taxpayers of this Commonwealth.
