MEMORANDUM

Posted: October 21, 2015 03:28 PM
From: Representative Todd Stephens
To: All House members
Subject: Prohibiting the Use of Drones Over Prisons

As you can see from the articles below, criminals are now utilizing drones to fly over prisons to drop contraband, which could include drugs and/or weapons, to prisoners in the yards of correctional facilities:

http://www.cnn.com/2015/08/04/us/prison-yard-drone-drugs-ohio/

http://www.usatoday.com/story/news/nation/2015/08/24/2-arrested-plot-fly-contraband-into-prison-drone/32306943/

These episodes have prompted concerns across the country including here in Pennsylvania.

Accordingly, I will be introducing legislation to prohibit anyone from knowingly flying a drone over a correctional facility in Pennsylvania. The legislation will be drafted narrowly to avoid penalizing someone who is using a drone and accidentally flies over a prison.

Please join me in cosponsoring this legislation.
