Subject: Clean Power Plan Resolution
 
As you know, the Obama EPA’s Clean Power Plan seeks to reduce greenhouse gas emissions primarily from electric generation, through new emissions reduction requirements. This will be a wholesale change for Pennsylvania where coal production accounts for roughly $4.1 billion in economic activity and nearly 40,000 direct and indirect jobs. Additionally, PA is the second largest producer of electricity in the nation. Our plants operate in the PJM Interconnection, supplying affordable and reliable power to 13 states and Washington D.C. 36% of this Pennsylvania-produced electricity is from coal-fired generation, where the Clean Power Plan will hit the hardest.

There is no easy or affordable way to replace 36% of our generation capacity in 15 years. And, Pennsylvania already has a true “all-of-the-above” energy strategy in place that includes renewable energy portfolio standards and energy efficiency requirements. This plan is working; it is resulting in measurable emission reductions of regulated pollutants, including carbon, while providing a reliable supply of electricity at competitive rates.

While 16 other states have filed legal action to halt the Obama plan, the Commonwealth has not taken a firm position against this disaster. Accordingly, in the near future, I will introduce a resolution declaring the Clean Power Plan harmful to Pennsylvania, formally requesting that the EPA abandon the regulations, and urging the U.S. Congress to intervene in this matter to protect the our residents.
