Subject: Strengthening the Safety in Youth Sports Act
 
In the near future, I intend to introduce legislation that would implement certain recommendations contained in the recent Legislative Budget and Finance Committee report, “Implementation of the PA Safety in Youth Sports Act.”

Enacted in 2011, the Safety in Youth Sports Act (SYSA) provides guidelines for student athletes who have been suspected of sustaining a brain injury. There are three main components to these guidelines:
  • Education on concussions for athletes, parents, and coaches.
  • Immediate removal from play when an athlete shows signs of a concussion.
  • Written permission from a medical professional before returning to play.
Although the SYSA is only 4 years old, the report concludes that those athletic directors and trainers surveyed had led the Committee to deem the statute a success. They do, however, make several recommendations on how the law could be strengthened to better protect our young athletes.

My legislation will aim to implement some of these recommendations as a follow-up to the progress made in 2011 and ensure that Pennsylvania remains a leader in protecting our kids.
