House of Representatives
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: May 13, 2016 03:24 PM
From: Representative Anthony M. DeLuca
To: All House members
Subject: Co-sponsorship of Legislation Limiting a Legislator’s Outside Income

In the near future, I intend to introduce legislation amending Act 39 (The Public Official Compensation Law) to limit the salary members of the General Assembly may receive for services rendered outside of their duties as a legislator.

Earlier this session I introduced HB 566, which is a constitutional amendment that would prohibit members of the General Assembly from receiving EARNED INCOME greater than 35% of the base salary set for members of the legislature. After meeting with members of the Government Reform Caucus, I was asked to redraft the bill to more clearly specify the type of income I was seeking to limit for legislators. After reworking the legislation, I am now introducing this initiative as standard legislation as opposed to a constitutional amendment and I have changed the term EARNED INCOME to SALARY FOR SERVICES RENDERED.

As I stated earlier this session, we are a fulltime legislature being paid for fulltime service. Influences and time demands from outside employment do nothing to further our mission of serving our constituents. Please join me in supporting this legislation.
