Subject: Registration of Horse Drawn Vehicles
 
In the near future, I intend to introduce legislation for the purpose of requiring registration of horse drawn vehicles.

Under my bill, the owner of a horse drawn vehicle will be required to display the registration plate on the back of the horse drawn buggy. The annual registration fee would be equivalent to the current costs associated with motorized vehicle registration fees of $36. The registration plate can be transferred between horse drawn vehicles owned by the same individual.

A special fund will be established within the State Treasury whereby money in the fund will be distributed by PennDOT to each participating county in accordance with the amounts collected from the county. The fees must be used for road improvements, repairs or replacements due to damage on the roadways from the wear and tear of steel wheels used on horse drawn buggies.

Anyone found in violation commits a summary offense and upon conviction will be required to pay a fine of $50. Second and subsequent offenses will result in a fine not to exceed $200.
