Subject: ​Establishing a Do-Not-Call List for Political Robo-Calls
 
I plan to introduce legislation which will amend the Telemarketing Registration Act to ban the use of automatic dialing recorded message systems (robo-calls) by political candidates, committees, parties, and other political organizations. The ban will include robo-calls made by so-called “soft money” political organizations.

Current law allows Pennsylvania residents to sign up for the Pennsylvania Do-Not-Call List to prevent unwanted calls from telemarketers. However, the law currently exempts all calls – including robo-calls – made on behalf of political groups or candidates.

During the recently concluded election cycle, all of our constituents were once again subjected to countless political robo-calls. I heard from many constituents who don’t understand why such calls are not subject to the Do-Not-Call List for telemarketers.

This legislation will establish a new Do-Not-Call List only for political robo-calls (i.e., those which use “automatic dialing-announcing devices” as defined in the bill). Other types of political calls – such as those made by volunteers – will not be affected.

This legislation will be similar to Senate Bill 188 (printer’s number 145) from the 2013-14 legislative session.
