Subject: Legislation - Pennsylvania Gaming Control Board
 
In the near future, I plan on introducing legislation that will require the Pennsylvania Gaming Control Board to make its procurement policies more transparent and accountable to the taxpayers.

According to a recent audit performed by the Department of the Auditor General, “the Gaming Control Board did not award contracts in open public meetings and did not complete justification forms for sole source contracts as required by the Procurement Code…It spent excessively for travel and paid for unnecessary items misclassified as ‘office supplies’”.

The proposed legislation will require the Gaming Control Board to prepare detailed, written justifications with supporting documentation for sole source contracts. Additionally, the Board, in conjunction with the Office of the Attorney General and the Commissioner of the Pennsylvania State Police, shall establish a policy governing expense documentation. The policy shall clearly define allowable reimbursable expenses.

Please join me in promoting greater transparency and accountability with regard to the Pennsylvania Gaming Control Board’s award of sole source contracts and incurrence of travel expenditures. Thank you for your consideration.
