Subject: Joint State Government Commission Study of Evidence Based Decision Making in State Government
 
In the near future I plan to introduce a resolution directing the Joint State Government Commission (JSGC) to study the current use of evidence based decision making in state government. Evidenced based decision making has been utilized very effectively by state governments and the federal government as well as large private sector companies to evaluate the return on investment in programs, services and products. To better understand the effects of investments in programs, this type of decision making requires the effective collection and evaluation of data to determine the costs and benefits of the investment of taxpayer dollars.

A second aspect of the study by JSGC will evaluate the amount and types of data currently collected and the extent to which data is shared between state agencies. Studies have shown that when data is shared more effectively between organizations it provides improved outcomes and a more cost efficient use of public resources.

Finally, the study by JSGC will evaluate the current methods of data protection employed by state government and will identify how best to protect the privacy rights of citizens who interact with state government and ensure confidentiality going forward.

In this time of prolonged fiscal constraint I believe it is more important than ever that we as decision makers have the best information available when making decisions. The study by JSGC will provide useful insight on the data that is currently collected across state government and the degree to which it is effectively utilized and protected.
