Subject: Taxpayer Fairness in Compensation Act
 
Crafting a balanced state budget becomes more and more difficult every year due to rising costs and other economic factors. It is incumbent upon the General Assembly to begin to make the tough choices necessary to rein in state spending. As a member of the Senate Appropriations committee I attended thirty three of the thirty five hearings. Having sat through the Appropriations Committee hearings, it is very clear that one of the largest drivers of cost increases is personnel and benefits.

Unfortunately, we continue to see news story after news story highlighting the huge disparities that exist between the salary and benefits of public employees versus the salary and benefits that are being paid to private sector employees – the very individuals whose taxes are funding the government employee’s compensation.

To that end, I intend to introduce legislation that will eliminate that disparity, bringing public employee compensation in line with that of the taxpayers who are responsible for the cost.

My legislation will prevent any government entity from entering into a new employment contract that:
  • Provides for automatic salary increases that are above the rate of inflation as determined by the Bureau of Labor Statistics Consumer Price Index (CPI).
  • Does not require employees to pay a minimum of one-third of the cost of the premium for their health insurance which, according to the Kaiser Family Foundation, is what an average Pennsylvanian is paying toward their health insurance.
  • Does not require employees to pay into their retirement a percentage equal to the amount that self-employed individuals must pay into Social Security retirement.
  • Commits the entity to spending in a future fiscal year.
