| Subject: | State Police Funding in the Motor License Fund |
| In the near future, I plan to introduce legislation that will cap funding of the Pennsylvania State Police (PSP) in the Commonwealth’s Motor License Fund. As we have seen with the passage of Act 89, and recently with the Senate Transportation Committee hearings on new road and bridge projects, the need for Pennsylvania transportation development is crucial and the demand on the Motor License Fund is great. Due to the immense seriousness of our transportation funding equation, all pressures on the Fund need to be acknowledged. Currently, PSP funding increases are a major pressure impacting the Penn DOT budget and as these continued increases persist, Penn DOT funding projects are severely jeopardized. The FY 2014-15 budget for PSP consisted of $676 million and grew to $755 million for FY 2015-16, a $79 million increase. The 2016-17 budget is projected to be $815 million, a $60 million increase. Each year thereafter, the PSP budget in the Motor License Fund is expected to grow. While the Pennsylvania State Police service is vital to our transportation safety and infrastructure, the PSP also serves a critical role in policing municipal issues and crime. A more accurate representation of their funding should be established in addition and separate to the Motor License Fund. This legislation seeks that goal.
