Subject: | Elimination of Waste Designation for Steel Slag (Former HB2343) |
In the near future I plan to introduce legislation to eliminate the waste designation for steel slag when it is being sold in the stream of commerce and is not a discarded material. Steel slag is a reliable, cost-effective aggregate that has been used in several capacities in the stream of commerce in Pennsylvania for decades. Slag is produced during the steel-making process. Currently, when steel slag is created it is generally classified as a waste. In order to sell the slag, the industry must pursue classification as a co-product, or obtain a permit for the beneficial use of waste. Steel slag is often times manufactured intentionally for sale and marketing. It is often produced to a market specification and sold as an aggregate commodity. Several states have made similar changes to eliminate the waste designation for slag if it is being sold in the stream of commerce and is not a discarded material.
