Subject: | Suspension of Vehicle Registration for Failure to Respond to Citation |
In the near future, I plan to introduce legislation amending the Vehicle Code to provide for the suspension of an individual’s vehicle registration for (1) failing to respond to a citation, (2) failing to pay any fine, costs or restitution, or (3) defaulting in the payment of any fine, costs, or restitution imposed by an issuing authority or court within the Commonwealth or any jurisdiction with whom PennDOT has an enforcement agreement.
Such violations can result in license suspension under current law, but there is no existing requirement to ensure that the license holder also surrender their vehicle registration. This creates a loophole which makes it easier for someone with a suspended license to continue to operate a motor vehicle undetected, as their suspended license would be unknown to law enforcement unless they were pulled over for a moving violation.
My legislation would close this loophole and make it easier for law enforcement to detect an unlicensed driver who is operating a vehicle registered in their name. It would also serve as an additional deterrent to drivers who avoid paying their fines, court costs or restitution.
