Subject: | Slow Down to Get Around (Former House Bill 99) |
In the near future, I intend to reintroduce House Bill 99 of the 2015-16 Legislative Session to create penalties for careless or reckless driving in the presence of solid waste collection vehicles and workers. Additionally, this proposal would require solid waste collection vehicles to be equipped with flashing, rotating, or oscillating lights that can be seen by traffic in both moving directions. The United States Bureau of Labor Statistics reports that waste and recycling collection is the fifth most dangerous occupation in terms of fatalities and injuries. As such, states are enacting proposals, commonly referred to as “Slow Down to Get Around” legislation, in an effort to protect waste collection workers. As of October 2016, Alabama, Florida, Georgia, Indiana, Illinois, Michigan, North Carolina, Oklahoma, Virginia, Wisconsin and West Virginia have enacted such laws. It is time for Pennsylvania to adopt similar protections. It is my hope that increased penalties and proper caution lighting will help us protect the workers of this vital utility in the Commonwealth.
