I am re-introducing legislation that will amend the PA Civil Service Act to remove prohibitions of political activity for civil service employees. Section 905.2(b) of the PA Civil Service Act bans most political activities of civil service employees. One of the most significant preventions is that civil service employees may not run for public office. My legislation will reinsert the existing prohibitions as permissible activities. Of course, civil service employees should neither engage in political activity at work nor use the privilege of their employment with the Commonwealth to influence an election outcome. Under my bill, this restriction would remain in Section 905.2(a) of the Act. The federal Hatch Act was recently amended to permit state and local employees to run for public office as long as their salaries are not 100% federally funded. This legislation will adjust the PA Civil Service Act to align more closely with federal law. Please join me in cosponsoring this legislation. |
