Subject: | Speed Humps in School Zone Pilot Program |
In the near future, I plan to introduce legislation amending the Vehicle Code to create the Speed Hump in School Zone Pilot Program. School zones are put in place to ensure the safety of our children in and around our schools. The speed limit in school zones is 15 miles per hour during certain times of the day and year. Unfortunately, many drivers do not obey this special speed limit, needlessly putting our children at risk. Permanent, physical measures, such as speed humps, would force motor vehicles to be slowed, thus reducing speed and improving safety in school zones. In fact, the Institute of Traffic Engineers found a 13 percent reduction in collisions at locations where speed humps were installed. My legislation will require the Department of Transportation to establish and administer a pilot program to place speed humps, or similar devices, in a minimum of one school zone within a school district located in each of the nine county classes throughout the Commonwealth. The department must also submit a report to the General Assembly regarding the pilot program. Major metropolitan areas, such as New York City, Washington D.C. and Seattle have all implemented requirements for speed humps or similar devices in school zones. Additionally, speed humps have been utilized in New Jersey for many years. I ask that you join me in making school zones safer for Pennsylvania’s children by co-sponsoring this legislation.
