Subject: Mandatory AED in every State Building – Tom’s Law

In the near future I will be introducing legislation that would make it mandatory that every State building be equipped with an automated external defibrillator (AED).

An AED is a portable device that checks the heart rhythm and can send an electric shock to the heart to try to restore a normal rhythm. AEDs are used to treat sudden cardiac arrest, a condition in which the heart suddenly and unexpectedly stops beating.

The reasoning behind Tom’s Law is the death of PennDOT worker, Tom Toner, who suffered a heart attack at work and died because there was not an AED available to help revive him.
