From: Representative Jim Christiana To: All House members Subject: Repeal of Title 18 of Criminal Code & Maximizing Law Enforcement Resources In the near future, I plan to introduce legislation that will repeal a section of our criminal code that currently assesses criminal penalties on Pennsylvania business owners for providing video gaming monitors as a means of entertainment to its customers. Our law enforcement officials have a limited amount of financial resources. We must ensure those resources are maximized to combat critical issues like the opioid epidemic, child sexual predators and other public safety concerns. We should prioritize those issues over raiding bars with poker machines. Our law enforcements’ time and resources are valuable, therefore, I am proposing we repeal and amend sections of Title 18, Article F, Section 5513 of the Pennsylvania Criminal Code titled Offenses Against Public Order and Decency. Additionally, my proposal would establish a new license under Pennsylvania Liquor Code to allow facilities with a liquor license to have a limited number of these video gaming devices. We can reasonably regulate these machines and assess civil penalties for failing to follow regulations, instead of criminalizing them. Please join me in co-sponsoring this legislation.
